Organization and enterprise plans

Organizations and enterprises can centrally manage access, policies, and usage controls with Copilot Business, Copilot Enterprise, or Copilot access for eligible enterprises.

For organizations within an enterprise, enterprise owners make the plan decisions.

How the billing models differ

There are two billing models:

  • With included credits: Copilot Business and Copilot Enterprise charge a monthly fee per seat and include a shared pool of AI credits. Copilot Enterprise includes more credits per seat and priority access to new models and features. Usage beyond the shared pool is billed separately.
  • Without included credits: Copilot access provides the same feature and model eligibility as Copilot Enterprise, but metered usage is billed from the first use.

An enterprise must choose one billing model. Copilot access cannot coexist with Copilot Business or Copilot Enterprise seats in the same enterprise. Organizations within the enterprise cannot choose a different billing model.

Eligible enterprises can provide Copilot access through two options:

  • Through GitHub Enterprise Cloud: Copilot access has a $0 seat cost for users with a GitHub Enterprise Cloud license.
  • As Copilot Standalone: Copilot access costs $10 USD per user per month, without requiring a GitHub Enterprise Cloud license for the user.

An enterprise can use both access options. Existing Copilot Business and Copilot Enterprise plans remain supported, and transitioning is voluntary. For eligibility and transition details, see What's changing with GitHub Enterprise and Copilot billing.

GitHub AI Credits allowance by plan

Copilot access does not include any GitHub AI Credits. Copilot Business and Copilot Enterprise include the following allowances:

PlanPrice per granted seat per monthGitHub AI Credits per user per month
Copilot Business$19 USD1,900
Copilot Enterprise$39 USD3,900

These licenses contribute credits to a shared pool, and usage beyond the pool is charged at $0.01 USD per AI credit.

For a full explanation of how AI credits work, including pooling, additional usage, and what happens when credits run out, see Usage-based billing for organizations and enterprises.

Inline suggestions and GitHub Copilot in the cloud

Inline suggestions: Inline suggestion features are available in all plans:

  • Real-time code suggestions with included models
  • Next edit suggestions

These features are unlimited and do not consume credits, including when a user has a $0 USD budget or reaches an enforced spending limit.

Chat features are available in all plans:

  • Copilot in IDEs
  • Inline chat
  • Slash commands
  • Copilot in GitHub
  • Copilot in GitHub Mobile
  • Copilot in Windows Terminal
  • Copilot skills in IDEs1
  • GitHub Copilot in the cloud

Footnotes

  1. Copilot Chat skills in IDEs is available in Visual Studio Code and Visual Studio. ↩ ↩2

  2. When Claude Fable 5 or Claude Fable 5.1 is used, Anthropic retains data, including prompts and outputs, by default to operate safety classifiers that detect harmful use. Customers can request to use Claude Fable 5 or Claude Fable 5.1 with zero data retention (ZDR) through the end of 2026 under a time-bound exemption while Anthropic rolls out Enterprise Frontier Safeguards (EFS). After that point, continued use of these models would require EFS, which will enable eligible customers to keep their data under their own control while also enabling automated safety monitoring. For an enterprise that has been approved and configured for this type of access, Claude Fable 5 and Claude Fable 5.1 requests will use the ZDR endpoint through the end of 2026 when the models are enabled. To learn whether your enterprise is eligible and request access, contact your GitHub account team. Approval for access does not automatically enable Claude Fable 5 or Claude Fable 5.1. An enterprise or organization administrator must still enable each model before users can access it. Other Claude models, except for Claude Fable 5 and Claude Fable 5.1, continue to operate under ZDR. Customers who enable a Fable model with ZDR agree to use this model only for internal operations, including to develop and evaluate products for their own customers. They may not make the model endpoints or outputs available externally. To enable these models, see Configuring access to AI models in GitHub Copilot. ↩ ↩2 ↩3 ↩4

  3. GPT-5.4 nano is currently only available in the Codex Visual Studio Code extension (Copilot Pro+ only) and is not available in Copilot Chat. ↩ ↩2
